Basically, advertisers pay the app to get downloads. On the other side, the app shares a small part of that money with its users when they download apps.
Is it a scam or is it legit?
I wouldn’t invest my time in it. You can find hundreds, if not thousands, of similar apps that reward better, have more available offers and let you withdraw through PayPal.
